During some copetition in the 2 past week, I constate some irregularity with rules 9M and 9p1. Althought I think most delegates and organizers are aware of this. But it's a minor addition that can be made next year.

Ok for these competitions During Indonesian Championship 2010 92 competitors for qualification rounds and 88 for 1st round It's the same reason : no application of 25% for qualification round ?

At the Indonesian Championship 2010 the qualification round was for competitors without a WCA-id, and 36 of them proceeded to the first round. Where is the problem?

Estonian Open 2010: Only 1 cuber for 4BF Axis Cube Open 2010: Only 1 cuber in SQ-1 Shandong 2010: Only 1 cuber for 5BF Ho Chi Minh City Open 2010: Only 1 cuber in Mega Düsseldorf Open 2010: For entering 3x3 2nd, 59/78=75.5% >75% Only 1 cuber in 5BF Toronto Open, Summer 2010: Only 1 cuber in 5BF

The regulation says "should", not "must".
