irregularity during some competitions

During some copetition in the 2 past week, I constate some irregularity with rules 9M and 9p1. I'm based of 9g

Melbourne winter open 2010
Event : Square One
irregularity : 3 round with 8 competitors
4 competitors for final and 5 for second round
Alania open 2010
Event : 4x4x4
irregularity : 5 round
18 competitors for third round and 19 for second round
10 competitor for semi-final and 10 for final
Event :5x5x5
irregularity : 10 competitor for semi-final and 10 for final
Event : Square One
irregularity : 3 round with 12 competitors
Cubing sa Tag-Init 2010
Event : 3x3x3
irregularity : 4 round with 23 competitors
19 competitors for second round and 23 for first round
Cologne open 2010
Event : 4x4x4
irregularity : 30 competitor for second round and 29 for final
Event : 6x6x6
irregularity : 26 competitors for first round and 22 for final
...
I understand that is not really possible to respect 9p1 for combined round, but that show that 9p1 don't correspond of a realist rules

You should have really taken the time to read the rules between the ones you quoted.

And while it's not explicit in the regulations, 9o should also state that 9p1 (at least 25% must not proceed) does not apply to combined finals. Althought I think most delegates and organizers are aware of this. But it's a minor addition that can be made next year.

Ok for these competitions
During Indonesian Championship 2010
92 competitors for qualification rounds and 88 for 1st round
It's the same reason : no application of 25% for qualification round ?

At the Indonesian Championship 2010 the qualification round was for competitors without a WCA-id, and 36 of them proceeded to the first round. Where is the problem?

Only one cuber in 4BF.

Only 1 cuber for 4BF
Axis Cube Open 2010:
Only 1 cuber in SQ-1
Shandong 2010:
Only 1 cuber for 5BF
Ho Chi Minh City Open 2010:
Only 1 cuber in Mega
Düsseldorf Open 2010:
For entering 3x3 2nd, 59/78=75.5% >75%
Only 1 cuber in 5BF
Toronto Open, Summer 2010:
Only 1 cuber in 5BF

True. This must have been a rounding mistake - my fault as I was delegate.
