Hi Pierre, You should better talk to a French WCA Delegate first. You can find their e-mail addresses here: http://www.worldcubeassociation.org/node/316. There are currently 4, but more active nowadays, as far as I know, is Clément and Edouard. If I remember right Clément is also from Lyon. Hope this helps.
