What should we do if we get less than 12 competitors attending on the day of competition? Like some results on China FM.
1) Cancel the competition? It will be very harsh to competitors who come from far away to do this.
2) Just go and do the competition, the regulation say 'should' however, that makes 12 competitors attending isn't an absolute requirements.
If we go with second opinion, why do this regulation exists?

This was an old regulation that was modified to allow for smaller competitions. In the past competitions had to have a minimum of 12 competitors, but it was changed to be a preference and not a necessity because it was clear that requiring at least 12 competitors was restricting the expansion of official cubing competitions to more isolated areas.
In short, the regulation exists because it used to be there and then it was changed. The way it stands now there really isn't much need for the regulation. It should instead serve as a guideline.

I don't get the China FM. You make a competition that has a single event that's not extremely popular, have it on the same day as other competitions, and it has low turnout?
If that's going to be accepted, then the WCA should just get rid of this rule because it's a pain when you're trying to hold a competition with 3x3 in a new area that may not have as big of a cubing population. Some people might travel, but if they see less than 12, they won't.
Can the WCA describe a scenario where it wouldn't take a competition with less than 12 competitors?

How I understood the China FM, was that they had several competitions around the country, all starting at the same time with the same scrambles.
Therefore being the "same" competition since they where all doing the same scramble.
That is how I understood it explained at Worlds.
The same scramble and same time is what I think makes the competitions "legal".
